NOTE - THIS IS AN AVIATION SAFETY ACTION MESSAGE ISSUED PER
AR 95-3, CHAPTER 5 REVISION VIA MESSAGE HQ AVSCOM, AMSAV-
XSOF, 181900Z SEP 90, SUBJECT:  CHANGE TO AR 95-3, CHAPTER
5, SAFETY OF FLIGHT MESSAGES.  THIS MESSAGE HAS NOT BEEN
TRANSMITTED TO UNITS SUBORDINATE TO ADDRESSEES.  ADDRESSEES
SHOULD IMMEDIATELY RETRANSMIT THIS MESSAGE TO ALL
SUBORDINATE UNITS, ACTIVITIES OR ELEMENTS AFFECTED OR
CONCERNED.  THE RETRANSMITTAL SHALL REFERENCE THE MESSAGE.

CONDITION STATUS SYMBOL OF THE CITED AIRCRAFT WILL BE
CHANGED TO A RED HORIZONTAL DASH //-//.  THE RED HORIZONTAL
DASH //-// MAY BE CLEARED WHEN THE INSPECTION OF PARA 8
BELOW IS COMPLETED.  THE AFFECTED AIRCRAFT SHALL BE
INSPECTED AS SOON AS PRACTICAL BUT NO LATER THAN THE
TASK/INSPECTION SUSPENSE DATE.  FAILURE TO COMPLY WITH THE
REQUIREMENTS OF THIS MESSAGE WITHIN THE TIME FRAME WILL
CAUSE THE STATUS SYMBOL TO BE UPGRADED TO A RED //X//.
    B.  AIRCRAFT IN DEPOT MAINTENANCE - AIRCRAFT WILL NOT BE
ISSUED UNTIL COMPLIANCE WITH THIS ASAM HAS BEEN COMPLETED.

4.  SUMMARY OF PROBLEM -
     A.  RECENT FIELD REPORTS INDICATE THAT THE THRUST IDLER
ASSEMBLIES P/N 145C1408-1 ARE BEING DISCOVERED WITH BENT
INBOARD ARMS.  AT LEAST ONE CASE OF IN-FLIGHT FAILURE HAS
OCCURRED WHICH RESULTED IN A LOSS OF ENGINE/ROTOR DROOP
ANTICIPATION.  THE THRUST IDLER ASSEMBLIES ARE NOT LOADED
LATERALLY DURING THEIR NORMAL MODE OF OPERATION, AND
CONSEQUENTLY, ARE NOT DESIGNED TO WITHSTAND ABNORMAL LATERAL
LOADING.  HOWEVER, DRAWINGS WILL BE CHANGED TO REINFORCE THE
THRUST IDLER ASSEMBLY.
     B.  FOR MANPOWER/DOWNTIME AND FUNDING IMPACTS SEE PARA 12.
     C.  THE PURPOSE OF THIS MESSAGE IS TO REQUIRE A ONE
TIME AND RECURRING DAILY INSPECTION OF THE THRUST IDLER
ASSEMBLY FOR BENDING AND CRACKING.
                         NOTE
NO ATTEMPT SHOULD BE MADE TO BEND THE IDLER ARM BACK INTO
ITS NORMAL POSITION.
5.  END ITEMS TO BE INSPECTED - ALL CH-47D, MH-47D, AND MH-
47E AIRCRAFT.

8.  INSPECTION PROCEDURES -
                           WARNING
DURING MAINTENANCE, PREFLIGHT AND DAILY INSPECTIONS, DO NOT
GRAB THE CONNECTING LINK P/N 145C1420-2 AND INDUCE LATERAL
LOADS TO THE THRUST IDLER ARM.  THE THRUST IDLER INBOARD ARM
AND OTHER FLIGHT CONTROLS IN THAT AREA ARE NOT DESIGNED TO
HANDLE LATERAL LOADS AND ARE SUSCEPTIBLE TO BENDING.  IF THE
THRUST IDLER INBOARD ARM IS BENT (NOT CRACKED), THE AIRCRAFT
CAN CONTINUE IN SERVICE.  IF THE THRUST IDLER INBOARD ARM
BREAKS, IT WILL RESULT IN A DISCONNECTION OF THE THRUST
COCKPIT CONTROL DRIVER ACTUATOR (CCDA) AND THE DROOP
ELIMINATOR POTENTIOMETERS (DROOP POTS).  THE LOSS OF THE
CCDA WILL HAVE TWO EFFECTS.  IT WILL CAUSE THE AUTOMATIC
FLIGHT CONTROL SYSTEM (AFCS) ALTITUDE HOLD CAPABILITY TO BE
DISABLED ALLOWING THE THRUST LEVER TO CREEP UPWARD OR
DOWNWARD.  THE LOSS OF THE DROOP POTS WILL CAUSE ROTOR RPM
TO LAG (DROOP) BEHIND CHANGES IN THRUST SETTINGS.  (RPM WILL
DECREASE AS THRUST INPUT IS INCREASED AND VICE VERSA).
     A.  PERFORM THE FOLLOWING INSPECTION PRIOR TO NEXT
MISSION DAY AND AT EVERY DAILY INSPECTION:
          (1)  VISUALLY INSPECT THRUST IDLER ASSEMBLY FOR A
BENT OR CRACKED INBOARD ARM.  PAY PARTICULAR ATTENTION TO
THE AREA AROUND RIGGING PIN HOLE AREA.
                            NOTE
A LIMITED NUMBER OF THRUST IDLER ASSEMBLIES ARE IN THE
SUPPLY SYSTEM.  AIRCRAFT ON GROUND (AOG) WILL HAVE FIRST
PRIORITY.
          (2)  IF ARM IS BENT, REQUISITION A REPLACEMENT
THRUST IDLER ASSEMBLY AND REPLACE WHEN PARTS BECOME
AVAILABLE.  CONTINUE RECURRING DAILY INSPECTION AND INSPECT
THE INBOARD ARM FOR CRACKS.  DO NOT, REPEAT, DO NOT ATTEMPT
TO BEND THE IDLER ARM BACK INTO ITS NORMAL POSITION.
          (3)  IF ARM IS CRACKED, REPLACE THRUST IDLER
ASSEMBLY PRIOR TO NEXT FLIGHT.
     B.  COMMANDERS SHALL ENSURE FLIGHT CREWS AND
MAINTENANCE PERSONNEL ARE BRIEFED ON THIS MESSAGE
EMPHASIZING THE INFORMATION IN THE ABOVE WARNING.  INSERT A
COPY OF THIS MESSAGE IN THE PILOTS READING FILE.
9.  CORRECTION PROCEDURES - SEE PARA 8.
