NOTE - THIS IS AN AVIATION SAFETY ACTION MESSAGE ISSUED PER AR 95-3,
CHAPTER 5 REVISION VIA MESSAGE HQ AVSCOM, AMSAV-XSOF, 181900Z SEP
90, SUBJECT:  CHANGE TO AR 95-3, CHAPTER 5, SAFETY OF FLIGHT
MESSAGES.  THIS MESSAGE HAS NOT BEEN TRANSMITTED TO UNITS
SUBORDINATE TO ADDRESSEES.  ADDRESSEES SHOULD IMMEDIATELY RETRANSMIT
THIS MESSAGE TO ALL SUBORDINATE UNITS, ACTIVITIES OR ELEMENTS
AFFECTED OR CONCERNED.  THE RETRANSMITTAL SHALL REFERENCE THE
MESSAGE.  ACTION ADDRESSES WILL IMMEDIATELY VERIFY THIS

    A.  AIRCRAFT IN USE - UPON RECEIPT OF THIS MESSAGE THE CONDITION
STATUS SYMBOL OF THE CITED AIRCRAFT WILL BE CHANGED TO A RED
HORIZONTAL DASH //-//.  THE RED HORIZONTAL DASH //-// MAY BE CLEARED
WHEN THE INSPECTION OF PARA 8 BELOW IS COMPLETED.  THE AFFECTED
AIRCRAFT SHALL BE INSPECTED AS SOON AS PRACTICAL BUT NO LATER THAN
THE TASK/INSPECTION SUSPENSE DATE.  FAILURE TO COMPLY WITH THE
REQUIREMENTS OF THIS MESSAGE WITHIN THE TIME FRAME WILL CAUSE THE
STATUS SYMBOL TO BE UPGRADED TO A CIRCLED RED //X//, RESTRICTING
AIRCRAFT HOIST OPERATIONS FROM ALL FLAT SURFACE LITTER MISSIONS.

1991, PARA E, PAGES 11-10 AND 11-11, WILL NO LONGER BE

    C.  THE PURPOSE OF THIS MESSAGE IS TO PROVIDE INFORMATION TO
ENSURE SAFETY DURING HOIST OPERATIONS.  NOTIFY THE UNITS THAT FM
8-10-6 IS CURRENTLY BEING REVISED AND SECTION IX, SKED RESCUE SYSTEM
DESCRIBES PROPER USE OF THE LITTER SYSTEM FOR HOIST OPERATIONS IN
THE HORIZONTAL POSITION.
5.  END ITEMS TO BE INSPECTED - ALL H-60/UH-1 SERIES AIRCRAFT
EQUIPPED WITH A SKED LITTER SYSTEM.

WITH A SKED LITTER SYSTEM, IF IT IS NOT THE INSPECTION IS COMPLETE,
IF IT IS THEN COMPLETE THE CORRECTION PROCEDURES IN PARA 9 BELOW.
9.  CORRECTION PROCEDURES -
    A.  THE TAG LINE WILL BE CONNECTED BY THE SAFETY SCREW LINK TO
THE WEAK LINK.
    B.  THE WEAK LINK IS THEN ATTACHED WITH A SNAP LINK TO THE
LITTER'S CENTER GROMMET ON THE FOOT OF THE SKED LITTER FOR
HORIZONTAL AND VERTICAL HOIST OPERATIONS.
    C.  USE OF THE "V" STRAP WILL ALLOW TAG LINE BRAKE AWAY WITHOUT
DAMAGE TO CENTER ROOT GROMMET.
    D.  TO USE THE "V" STRAP, ATTACH THE TWO SNAP LINKS TO THE LEFT
AND RIGHT GROMMET ON THE FOOT OF THE SKED LITTER.
    E.  THE WEAK LINK IS THEN ATTACHED WITH A SNAP LINK TO THE "V"
STRAP CARABINER.
    F.  THE ONLY WEAK LINK TO BE USED WITH THE SKED LITTER ON ANY
FLAT SURFACE LITTER SYSTEM WILL BE THE SKEDCO, GREEN NYLON WEAK LINK
RECOMMENDED BY THE UNITED STATES ARMY AEROMEDICAL RESEARCH
LABORATORY.  EACH LIVE HOIST MISSION REQUIRES A NEW GREEN NYLON WEAK
LINK TO BE USED.
    G.  HOIST OPERATIONS WITH THE SKED LITTER SYSTEM IN THE
HORIZONTAL POSITION DEMAND PROPER USE OF THE TAG LINE TO PREVENT A
SPIN:
 
                               WARNING
         DO NOT ALLOW A SPIN TO START WHILE USING ANY FLAT SURFACE
LITTER SYSTEM
    H.  PERSON ON TAG LINE SHOULD BE POSITIONED FACING THE PATIENT
AND FRONT OF AIRCRAFT, IF POSSIBLE, AT AN ANGLE WHERE THEY CAN BE
SEEN BY THE PILOT AND THE HOIST OPERATOR.  STANDING DIRECTLY UNDER
AIRCRAFT WILL NOT ALLOW ADEQUATE CONTROL TO PREVENT LITTER SPIN
ONSET.
    I.  IF A SPIN STARTS, HOIST OPERATOR SHOULD STOP AND LOWER LOAD
BACK TO THE GROUND, SINCE THE PERSON MANNING THE TAG LINE WAS UNABLE
TO PREVENT THE SPIN.
