AIRCRAFT (SOA), AND SPECIAL ELECTRONICS MISSION AIRCRAFT (SEMA),
WHICH ARE NOW THE SPECIAL ELECTRONICS WARFARE AIRCRAFT,  CHANGE
OF PROCEDURES FOR LOADING THE CRYPTO KEYS IN NAVSTAR AN/ASN-149
GLOBAL POSITIONING SYSTEM (GPS) RECEIVERS (GEN-97-ASAM-03).
NOTE THIS IS AN AVIATION SAFETY ACTION MESSAGE ISSUED PER AR 95-
3, CHAPTER 5 REVISION VIA MESSAGE, HQ AVSCOM, AMSAV-XSOF, 181900Z
SEP 90, SUBJECT:  CHANGE TO AR 95-3, CHAPTER 5, SAFETY OF FLIGHT
MESSAGES.  THIS ASAM HAS NOT BEEN TRANSMITTED TO UNITS
SUBORDINATE TO ADDRESSEES.  ADDRESSEES SHOULD IMMEDIATELY
RETRANSMIT THIS MESSAGE TO ALL SUBORDINATE UNITS, ACTIVITIES OR
ELEMENTS AFFECTED OR CONCERNED.  THE RETRANSMITTAL SHALL

CONDITION STATUS SYMBOL OF THE CITED AIRCRAFT WILL BE CHANGED TO
A RED HORIZONTAL DASH //-//.  THE RED HORIZONTAL DASH //-// MAY
BE CLEARED WHEN THE INSPECTION OF PARA 8 BELOW IS COMPLETED.  THE
AFFECTED AIRCRAFT SHALL BE INSPECTED AS SOON AS PRACTICAL BUT NO
LATER THAN THE TASK/INSPECTION SUSPENSE DATE.  FAILURE TO COMPLY
WITH THE REQUIREMENTS OF THIS ASAM MESSAGE WITHIN THE TIME FRAME
REQUIRED WILL CAUSE THE STATUS SYMBOL TO BE UPGRADED TO A CIRCLE
RED //X// WITH THE RESTRICTION AIRCRAFT RESTRICTED FROM USE OF
THE AN/ASN-149 GPS RECEIVER.

4.  SUMMARY OF PROBLEM -
     A. THE GLOBAL POSITIONING SYSTEM (GPS) JOINT PROGRAM OFFICE
(JPO) HAS REPORTED THAT C-17, VH-60, AND HH-60 AIRCREWS HAVE
REPORTED ERRORS WITH THE NAVIGATION SOLUTION IN THE RECEIVER 3A.
THE FAILURE MANIFESTS ITSELF AS A GRADUAL NAVIGATION POSITION
SOLUTION RUN-OFF (AS GREAT AS 20-40 NM) WITH NO WARNING TO THE
OPERATOR.  THE RECEIVER WILL CONTINUE TO INDICATE A FIGURE OF
MERIT (FOM) OF 1 DURING THE RUN-OFF.  THIS OCCURRED DURING THE
FIRST MISSION AFTER CRYPTO KEYS WERE LOADED TO ACTIVATE THE
RECEIVER'S SELECTIVE AVAILABILITY/ANTI SPOOF (SA/AS) FEATURES.
ALTHOUGH THE REPORTED ANOMALIES HAVE OCCURRED WITH THE RECEIVER
3A, THE FAILURE MODE IS COMMON TO OTHER RECEIVERS INCLUDING THE
3S, UH, OH, C4, AND MANPACK RECEIVERS USED IN THE V1, V2, AND V3
CONFIGURATIONS OF AN/ASN-149 GPS SETS.  THE PROBLEM IS CAUSED BY
CORRUPTED DATA IN THE RECEIVER AND CAN OCCUR WHEN THE RECEIVER
BECOMES AUTHORIZED TO OPERATE IN ENCRYPTED (P(Y)CODE) MODE.
AUTHORIZATION OCCURS WHEN A PREVIOUSLY-LOADED GUV OR CVW KEY IS
VERIFIED BY THE RECEIVER.  GUV KEYED RECEIVERS RE-VERIFY THEIR
KEY EACH ZULU DAY.  CVW KEYED RECEIVERS ARE VERIFIED FOR THE
DURATION OF THE CVW KEY.
     B.  FOR MANPOWER/DOWNTIME AND FUNDING IMPACTS, SEE PARA 12
BELOW.
     C.  THE PURPOSE OF THIS MESSAGE IS TO INSPECT THE SPECIFIC
AIRCRAFT CITED IN PARA 5 BELOW FOR TYPE OF GPS RECEIVER INSTALLED
AND TO CHANGE OPERATIONAL PROCEDURES FOR LOADING THE CRYPTO KEYS
(GUV OR CVW) IN AN/ASN-149 GPS RECEIVERS.

DETERMINE THE TYPE OF GPS RECEIVER INSTALLED.
     A.  IF IT HAS AN AN/ASN-149 RECEIVER INSTALLED, PLACE A COPY
IN THE PILOTS READING FILE AND THE AIRCRAFT OPERATORS MANUAL.
     B.  IF IT IS NOT AN AN/ASN-149 RECEIVER, THE INSPECTION IS
COMPLETED AND NO FURTHER ACTION IS REQUIRED EXCEPT RECORDING AND
REPORTING COMPLIANCE WITH THIS ASAM IN ACCORDANCE WITH PARA 14
BELOW.
9.  CORRECTION PROCEDURES - THE FOLLOWING PROCEDURE SHALL BE USED
WHEN LOADING CRYPTO KEYS (GUV OR CVW):
     A.  AFTER KEY LOADING AND ONCE THE RECEIVER INDICATES FOM 1
OR 2 OR INDICATES MISSION DURATION OF 1 OR GREATER (MEANING THE
RECEIVER HAS BECOME AUTHORIZED), THE OPERATOR SHOULD CYCLE THE
RECEIVER TO INIT AND THEN BACK TO NAV.  THIS ACTION RESETS
THE CORRUPTED DATA.  ALTERNATIVELY, THIS PROCEDURE DOES NOT NEED
TO BE PERFORMED IF CVW KEYS ARE LOADED WITH THE RECEIVER COLD
(OFF OR IN INIT MODE).
     B.  ADDITIONALLY, RECEIVERS KEYED WITH GUVS MUST EMPLOY THE
CYCLING PROCEDURE ON THE FIRST MISSION THAT BEGINS ON A NEW ZULU
DAY.  SUBSEQUENT MISSIONS ON A GIVEN ZULU DAY DO NOT NEED TO
REPEAT THE PROCEDURE.  THIS ADDITION IS AN UPDATE TO PREVIOUS
INSTRUCTIONS.  THE ADDITION IS NECESSARY BECAUSE RECEIVERS KEYED
WITH GUVS BECOME AUTHORIZED BY DOWNLOADING THE DAILY CRYPTO
VARIABLE, WHICH CHANGES WITH THE ZULU DAY, ON THE FIRST MISSION
OF A NEW ZULU DAY.  CVW USERS DO NOT HAVE TO EMPLOY THE PROCEDURE
DAILY ONCE THEY HAVE ACCOMPLISHED THE PROCEDURES IN PARA 9A ABOVE
DURING KEY LOADING.
     C.  FOR THOSE PLATFORMS NOT HAVING AN INIT SWITCH, THERE
ARE ALTERNATE ACCEPTABLE METHODS TO RESET THE DATA.  THESE
METHODS ARE DEPENDENT UPON INTEGRATION DESIGN, MISSION
REQUIREMENTS, AND OPERATOR PREFERENCE, BUT INCLUDE CYCLING POWER
TO THE RECEIVER OR COMMANDING A BUILT-IN-TEST (BIT).  QUESTIONS
REGARDING ALTERNATE ACCEPTABLE METHODS SHOULD BE DIRECTED TO THE
APPLICABLE GPS JPO PLATFORM PROGRAM OFFICE POC LISTED IN PARA 16A
BELOW.
     D.  THESE PROCEDURES SHOULD PREVENT THE OCCURRENCE OF THE
POSITION RUN-OFF PROBLEM, BUT IF THIS FAILURE (LARGE POSITION
ERROR WITH FOM 1 OR 2 INDICATED) DOES OCCUR DURING THE MISSION,
THE OPERATOR SHOULD FOLLOW THE PROCEDURES ABOVE TO INIT THE
RECEIVER AND RECOVER NORMAL OPERATIONS (ASSUMING A PEACE TIME
ENVIRONMENT).
     E.  JAMMING THAT OCCURS IN A HOSTILE ELECTRONIC WARFARE (EW)
ENVIRONMENT CAN BE CONFUSED WITH THE GPS RUN-OFF ERROR.  THE
USE OF THE INIT PROCEDURE IN SUCH A SITUATION COULD RESULT IN
COMPLETE LOSS OF GPS SIGNAL BECAUSE OF THE NEED TO REACQUIRE C/A
(UNENCRYPTED) CODE, THUS ADVERSELY IMPACTING MISSION
ACCOMPLISHMENT.  AS A RESULT, THE PROCEDURE SHOULD NOT BE
PERFORMED IN A HOSTILE EW ENVIRONMENT.
     F.  GPS PROVIDES THE MOST HELPFUL AND ACCURATE NAVIGATION
SOLUTION AVAILABLE, BUT OPERATORS ARE CAUTIONED NOT TO BE OVER
CONFIDENT IN THE SYSTEM.  BECAUSE THE SUBJECT GPS RECEIVERS DO
NOT HAVE INTEGRITY MONITORING CAPABILITY TO ALERT THE AIRCREW
WHEN THE SYSTEM DOES NOT MEET PARAMETERS REQUIRED FOR IFR USE,
THE RECEIVERS ARE NOT AUTHORIZED FOR INSTRUMENT NAVIGATION.
HOWEVER, IF THE AIRCREW USES GPS TO UPDATE A SELF-CONTAINED
NAVIGATION SYSTEM (I.E., INS), THE SYSTEM MAY BE APPROVED FOR
ENROUTE INSTRUMENT NAVIGATION (BUT NOT INSTRUMENT APPROACHES) AS
LONG AS NAVIGATION SYSTEM PERFORMANCE IS VERIFIED FROM ANOTHER
APPROVE SOURCE (E.G., TACAN, VOR/DME, OR A NAVIGATOR).
